This expression is used when the second person agrees with the first.
Sue: Amanda’s husband is such an idiot! He’s always treating her badly.
Beth: I know, right?
It means that Beth agrees with Sue on the fact that Amanda’s husband treat her badly. When you use “I know, right?”, you are expressing something that you have already thought beforehand.
