It’s high time… – já estava na hora de…
We use this expression when something happens that should have happened before. This expression shows that we are happy that it’s finally happening.
It’s high time we got a pay rise.
Her parents decided it was high time she started paying some rent.
English this way! 
Usually when people say this, they don’t say “that”, but it’s not wrong. 🙂
